Why buyers choose off-plan in Georgia
New-build stock is where Georgian real estate pays its largest discounts. Buying early in a project's build cycle typically costs meaningfully less than buying the same apartment on completion, and developers routinely offer interest-free installment plans that run until handover. For a buyer with time, that combination is hard to find in Europe at these entry prices.
The tax treatment does the rest of the work. There is no purchase tax and no stamp duty in Georgia, the registration fee at the public registry is measured in tens of dollars, and registered individual landlords pay a flat 5 percent on residential rental income. A sale after two years of ownership is free of capital gains tax.
Foreign buyers purchase new-build apartments on exactly the same terms as Georgian citizens, in their own name, with no residency requirement and no local partner. Only agricultural land is restricted, which never affects an apartment in a development.
The risk nobody advertises, and how to check it
Off-plan is also where the serious risk in this market lives. You are paying for something that does not exist yet, which makes the developer's legal position the entire question. A project can look immaculate in renders while the land underneath it is mortgaged, or is not owned by the company taking your deposit.
Three checks settle most of it before any money moves. Confirm the developer actually owns the land the project sits on. Confirm the land is not mortgaged to a bank. Confirm a building permit exists for the project as advertised. All three are answerable from the public registry, and all three are free to check.

Is buying off-plan in Georgia safe?
It can be, and the difference is entirely in the checks. Verify that the developer owns the land, that the land is not mortgaged, and that a building permit exists for the project as advertised. An established developer with delivered projects is a different risk class from a first-time builder. All three checks can be run against the public registry before you pay anything.
Can foreigners buy a new-build apartment in Georgia?
Yes, with full ownership rights, in your own name, and with no residency requirement. Foreign citizens buy apartments in Georgian developments on the same terms as locals. The only constitutional restriction is on agricultural land, which does not apply to apartments.
How much cheaper is off-plan than a completed apartment?
The discount depends on how early in the build cycle you buy and on the developer's own financing needs, but buying before completion is normally the cheaper route and often comes with an interest-free installment plan running to handover. The trade-off is that you are carrying construction and delivery risk in exchange for that discount.
What happens if the developer does not finish the project?
This is the risk you are being paid to take, and it is why the pre-purchase checks matter more here than anywhere else in Georgian property. Your protection comes from the contract terms, the payment schedule, and the developer's track record and legal position, not from a state guarantee scheme. Structure payments against construction milestones wherever the developer will agree to it.
Do new developments qualify for the Georgian residence permit?
Owning residential property with an appraised market value of at least 150,000 USD makes you eligible to apply for a renewable short-term residence permit. The threshold rose from 100,000 to 150,000 USD on 1 March 2026. What counts is the appraised value at the time of application, so an off-plan unit generally needs to be completed and registered in your name first.
